Belarus and Vietnam’s 2025 bilateral waiver: read both stay limits
Understand the Vietnam–Belarus ordinary-passport agreement effective January 2025, including the per-entry stay and annual aggregate limit for repeat visits.

The short answer
The ordinary-passport visa exemption agreement between Vietnam and Belarus entered into force on 30 January 2025. Government News describes a 30-day visa-free stay per entry and a total residence limit of 90 days within one year. This bilateral framework is distinct from other 45-day exemption lists. Travellers planning repeated visits should keep a record of previous stays and ask the relevant authorities how the aggregate limit applies to their actual dates.
Distinguish signature from commencement
MOFA’s treaty database records signature on 8 December 2023 and entry into force on 30 January 2025, with the agreement marked in force. A photograph of the 2023 signing is therefore not evidence that the ordinary-passport arrangement already applied that day. When checking a report, use the commencement date for travel eligibility and retain the treaty’s ordinary-passport scope. Diplomatic or service-passport arrangements can have a different legal history and should not be silently substituted.
Read the per-entry allowance
Government News gives a 30-day visa-free temporary stay for each entry under the agreement. Build the individual visit around that limit, rather than borrowing the 45-day figure from an unrelated exemption programme. For a holiday that crosses into another country, write the Vietnam segments separately so each entry and exit is visible. Ask immigration about an uncertain case before purchasing a long stay on the assumption that every nationality-based exemption uses the same duration.
Keep an aggregate stay record
The same government explanation adds a total residence ceiling of 90 days within one year. A new arrival therefore should not be assessed only by looking at the proposed next 30 days. Keep previous entry and exit dates, including short visits, in one simple record. Where the treatment of the one-year period is uncertain, present the exact sequence to the authority rather than inventing a calendar-year reset or assuming each border crossing erases the earlier stays.
Match permission to the actual activities
A visa exemption agreement concerns entry and temporary stay within its scope. It should not be treated as a complete answer to separate employment, professional or residence requirements. If a visit includes a planned work assignment, explain that activity to the Vietnamese inviting organisation when confirming the appropriate documents. Keeping the travel purpose and passport type explicit makes the enquiry more useful than asking whether Belarusian citizens can enter Vietnam with no further description of the proposed trip.
Plan a longer visit before departure
If your dates exceed either relevant allowance, investigate a suitable visa route before travelling. Keep the proposed visa decision separate from any assumption about a previous exemption stamp. For repeat visitors, carry accessible copies of the recent travel record so a discrepancy can be explained accurately. A realistic first-day schedule should leave time to inspect the admission granted and resolve questions, rather than counting on a quick border turnaround to solve an aggregate-stay issue that was never checked.
