The short answer

Decree 221/2025/NĐ-CP took effect on 15 August 2025 for specially prioritised foreign nationals serving socio-economic development. It establishes a special visa exemption card through a defined institutional process. This is not an automatic benefit for every tourist, investor or person invited informally by a business. Check the qualifying category and competent requesting organisation, and distinguish the card’s validity from the temporary stay granted on each entry.

Identify the specific instrument

The government database identifies Decree 221 as issued on 8 August 2025 and effective on 15 August. Its subject is a special exemption for defined priority foreigners, rather than a new nationality list for ordinary holidays. When someone mentions a five-year exemption, ask which instrument they mean. A special card, a family-related exemption certificate and a short nationality-based waiver are different documents or legal bases, even if a sales message compresses them into the same phrase.

Understand the institutional route

The decree provides for authorised agencies or organisations to send a proposal with the relevant passport information to the Immigration Department. An individual should not infer eligibility merely from a professional title or a casual invitation. Ask the requesting institution to identify its role under the decree and the category relied upon. Keep any preliminary discussion separate from a formal decision; a letter saying an organisation wishes to invite you is not itself the issued exemption card.

Separate the card’s forms from its conditions

The government policy explanation describes an electronic form and a physical chip card with equal legal value. Choosing a format does not create a separate eligibility route or remove the need for the proper proposal. If an intermediary advertises a faster card simply because it is electronic, ask what official procedure supports that claim. Confirm how the result will be delivered and verified through the responsible organisation, rather than treating an attractive digital image as proof of an approved document.

Distinguish card validity from one admission

The policy explanation gives a maximum exemption validity of five years, ending at least 30 days before the passport expires, while each entry normally receives a 90-day temporary stay within the card’s remaining validity. These figures answer different questions. Someone with a valid card should still inspect the admission actually granted and plan departure accordingly. A multi-year document does not mean an uninterrupted multi-year stay, and a shorter remaining card validity can affect the period recorded at entry.

Keep a normal holiday plan independent

Until the special process is confirmed, arrange an ordinary visit only on an entry basis you actually qualify for. Do not abandon a necessary visa application because a business contact expects a future card approval. If circumstances change, ask the responsible organisation about the appropriate next step before the existing permission expires. This makes the genuine preferential policy useful to eligible visitors without turning an unissued institutional benefit into a risky assumption for an unrelated leisure itinerary.

Questions travellers ask

Can anyone buy the special card?

The decree defines qualifying groups and an institutional application process; it is not an ordinary tourist product.

Does a five-year card mean five years per visit?

No. Card validity and the temporary stay on each entry are distinct.
